Portsdown Hill is a very long road, and there are several fly-spots along it or close to it, the main one, up by the official viewpoint layby having its own separate listing.
But if we seek a quieter car park, don't need world-famous burgers, and would prefer a take-off field without a lot of metalwork in it and crowd of hungry bikers watching your every move, then may I recommend that instead of carrying on up the hill to the main car park, we find the second viewpoint about 500 yards before it, on the left. Only smaller vehicles will fit through the extremely low and narrow gateposts to this smaller, rougher car park, which keeps the trucks away, and means it's mainly cars and bikes here. Easy to miss the entrance.
Although this location does have a big transmission mast quite close to it this one doesn't cause UAVs any problems.
This site is inside 2 Yellow zones, the first being the Portsmouth HIRTA (<6600 ft above surface), and the second is a Heli landing zone, topping out at 185 ft above surface. Neither prohibit drone flight, but we should exercise a lot of visual observation and caution when flying here, and should pay particular attention to signal strength as we fly. Whilst I wouldn't call the airspace exactly 'busy', there is usually some activity, but we have superb visibility from this location in most directions, so can see things coming nice and early if we are vigilant.
The take-off and landing field is immediately in front of the car park, and although a lot of it is on a steep slope there are flat bits, and wooden benches (minimal metalwork) from which we can launch somewhat level.
Once in the air the main enemy is wind, which we should check the state of before we launch. It's a very exposed hilltop, and whilst the prevailing wind here is coming in from the sea (helpful) the topography makes it blustery and very powerful at times, so we need to be careful that our craft is not being blown out of VLOS.
